Abbott Independent School District in Texas Turns Energy Efficiency into Long-Term Savings

State-Backed Financing Helps Rural District Upgrade Aging Infrastructure, Improve Student Comfort and Preserve Capital Funds for Future Growth

Abbott Independent School District (ISD) in Abbott, Texas, set out to modernize aging campus infrastructure while maintaining flexibility for future growth. Nearly three dozen HVAC units had exceeded their useful life, several critical systems relied on phased-out refrigerant and the district lacked centralized temperature control across its campuses. District leaders also aimed to preserve bond capacity for future construction and student-focused investments.

“Building a school district budget today feels like aiming at a moving target,” said Eric Pustejovsky, superintendent at Abbott ISD. “The increasing costs such as climbing insurance premiums, bus repairs and aging HVAC systems have put additional financial strain on districts. The pressure is real, but so is the opportunity for partnership. Thanks to McKinstry, Abbott ISD was able to address several aging HVAC systems through an innovative government-backed financing program, proving that even in a season of rising costs, creative solutions can provide real relief for our district and our taxpayers.”

Modernization Through Energy Savings

Abbott ISD partnered with McKinstry to leverage the Texas State Energy Conservation Office’s LoanSTAR program, a low-interest financing mechanism that funds energy-efficiency improvements through projected energy savings.

McKinstry replaced 28 aging HVAC units, installed new evaporator coils, improved ductwork and implemented a districtwide building automation system that provides centralized control of HVAC operations across campus facilities. In the auditorium, outdated fixtures were replaced with energy-efficient LED lighting, improving visibility for performances, graduations and community events while reducing energy use and maintenance costs.

Student and Community Impact

“The impact was immediate,” said Brenda Lenart, business manager at Abbott ISD. “Students are learning in more comfortable classrooms, staff have greater confidence in the reliability of our facilities and families are experiencing upgraded spaces during some of the district’s most important events. These improvements have made a meaningful difference for our entire school community.”

Over the 15-year project term, Abbott ISD is projected to generate nearly $890,000 in energy savings, offsetting project costs and reducing long-term operating expenses. The district also preserves bond capacity that can now support future construction and other strategic priorities.

The project shows how energy-efficiency investments can improve learning environments while helping districts manage long-term infrastructure needs.
