Western Washington Cities Launch Joint Effort To Support Clean Building Progress
Bellevue, Issaquah and Redmond Align Services To Help Owners Navigate State Standards
As Washington’s Clean Buildings Performance Standard moves into its next phase, Bellevue, Issaquah and Redmond are coming together to make it easier for property owners to plan ahead and successfully meet upcoming requirements.
The three cities have expanded their Clean Buildings Incentive Program into a shared regional effort aimed at supporting owners of large commercial and multifamily buildings as they work towards compliance with the state’s Clean Buildings Performance Standard. The law applies to buildings 20,000 square feet and larger, with the first requirements taking effect this year.
By aligning services, timelines and messaging, the three cities are simplifying the process, especially for owners with properties in multiple jurisdictions.
“Clean Buildings compliance is coming fast, and building owners shouldn’t have to figure it out alone. By partnering with Issaquah and Redmond, we’re making it easier to get expert support, access incentives and improve building performance before deadlines hit,” said Bellevue Mayor Mo Malakoutian.
The program focuses on early engagement, providing up to $10,000 in funding to support key steps toward compliance. Participation is limited and prioritized based on building size and use.



Streamlined Support for a Complex Process
McKinstry administers the program on behalf of the three cities, providing coordination, guidance and support throughout the process. The focus is on helping owners navigate requirements, documentation and reporting, while connecting them with technical resources as needed.
“The City of Issaquah is committed to supporting our building owners in reducing energy use and continuing progress towards our climate targets,” said Issaquah Mayor Mark Mullet. “Through our expanded partnership with Bellevue and Redmond, we look forward to having a greater impact by providing direct support for commercial and multi-family buildings to secure financial incentives for energy efficiency upgrades.”
Energy benchmarking and modeling support are provided in coordination with Puget Sound Energy, creating a more seamless experience for building owners. For many owners, getting started can be the biggest hurdle. With requirements varying by building type and size, the program is designed to provide clarity and a clear path to compliance.
“McKinstry has performed hundreds of energy benchmarks specific to the Clean Buildings Performance Standard for clients of all sizes across the state,” said Scott Foreman-Murray, McKinstry’s program manager for building performance compliance. “Having the right partner makes a huge difference, removing the stress of getting started and understanding each subsequent step. We’re excited to be that partner for building owners in Bellevue, Issaquah and Redmond.”
Unlocking Long-Term Savings and Performance Gains
With the first compliance timelines underway and additional deadlines extending into 2027 and 2028, the program encourages owners to start early and utilize available resources. Proactive planning can streamline improvements, optimize building performance and maximize cost savings over time.
Buildings represent a significant opportunity to reduce emissions across the Eastside. This program reflects a shared commitment to practical, community-wide solutions.
“This program will reduce emissions from buildings and save owners and tenants money by lowering energy bills,” said Redmond Mayor Angela Birney. “We’re excited to partner with Bellevue and Issaquah on this initiative, as we know we can make a larger impact when we work together.”
Looking Ahead
The program is expected to run through the end of the year, subject to available funding. City staff describe this initiative as an important step in advancing a coordinated, regional approach to sustainability and compliance support.
