Long-Term Certainty for the City of West Allis in Wisconsin

The City of West Allis in Wisconsin needed to get a handle on the state of its facilities to get ahead of emergency repairs and on a path toward deliberately planned, fiscally responsible capital asset management. They turned to McKinstry for a critical facility conditions assessment (FCA).

Our team understood the City’s goal around long-term budget and asset planning. We evaluated 25 buildings with a special eye on the city hall, parks facilities, fire and police stations and public library. With a scope that spanned HVAC, electrical, plumbing and architectural building components, no system was left unchecked.

The evaluation period took four months and culminated in a capital asset investment strategy and report provided to City management staff and the Common Council, highlighting prioritized facility needs for the next 30 years.

Long-Term Planning in Action

The McKinstry FCA and 30-year strategy has already been used by the City to replace aging public works facilities. McKinstry completed a business case analysis (BCA) that identified space needs, facility layout opportunities and operational efficiency recommendations.

McKinstry worked alongside public works superintendents and project stakeholders to recommend a path forward. This was designed to save the city millions over the life of the bulding and enable the public works team to deliver best-in-class services to city residents for years to come.
