Sebastian County Enhances Energy Performance while Reducing Facility Operating Costs

McKinstry completes construction on critical, cost-saving renovations to county buildings.

FORT SMITH, Ark. (Sept. 18, 2018) – Sebastian County completed construction on energy-saving renovations at multiple county buildings as part of a $5.1 million energy performance contract. McKinstry, a national construction and energy services firm, led the project.

Sebastian County underwent LED lighting retrofits, building management system optimization, HVAC renovations and boiler replacements at the Sebastian County Adult Detention Center, Sebastian County Courts Building and the Fort Smith and Greenwood courthouses. The project was funded through an energy performance contract in partnership with the Arkansas Energy Office. Construction and retrofit costs will be covered by annual energy savings, which are expected to reduce Sebastian County’s energy and operating costs by $344,000 each year.

“The energy retrofit projects provided Sebastian County with more efficient HVAC and lighting systems, which results in reduced energy costs across our buildings,” said Sebastian County Judge David Hudson. “The utility savings allowed Sebastian County to finance the improvements as payment for the loan.”

The Sebastian County energy project included $1.8 million in needed jail improvements as well as design and market pricing of additional mechanical and electrical upgrades. These additional needed improvements were beyond the original scope of the project but will assist in future jail facility planning.

“The Arkansas Department of Environmental Quality’s Energy Office was proud to partner with Sebastian County and McKinstry on a well-designed and executed project to provide much-needed infrastructure and energy efficiency improvements,” said Mitchell Simpson, associate director of the Arkansas Energy Office. “We believe this project is both an economic development tool and a model for forward-thinking cities and counties across the state.”

“Sebastian County and the Arkansas Energy Office understand the value of getting the most out of existing building assets,” said Michael Grabham, director of McKinstry’s south region. “County officials are investing in the facilities that serve its community at no cost to its taxpayers. The energy performance contract will continue to benefit county residents well into the future.”
